DG TAXUD and UNECE advance preparations for eTIR implementation in EU 27 Member States

The initiative builds on the UNECE-funded open-source solution - eTIR National Application - which is being adapted to the EU customs environment. The common solution is intended to enable the 27 EU Member States to implement the eTIR procedure and connect with the eTIR international system, while reducing duplication and supporting a harmonized approach across the Union in line with the future EU Customs Data Hub.

DG TAXUD outlined the ongoing preparations for a proof of concept, including governance arrangements, technical readiness, test scenarios, test data and conformance testing. EU Member States are expected to participate in the testing process, with deployment of the eTIR National Application in the EU production environment and the start of eTIR operations envisaged for 2027.

UNECE participated in the meeting to provide the international and strategic perspective. It highlighted the project as a practical example of how investment in Digital Public Infrastructure and Digital Public Goods can be transformed, through regional cooperation, into a shared operational solution serving multiple customs administrations.

The cooperation brings together complementary responsibilities: UNECE provides the international legal, functional and technical framework, while the European Union adapts and operationalizes that framework within its customs environment. The initiative will support secure and interoperable exchanges between the EU and the expanding international network of countries implementing eTIR.
