International TIR Data Bank (ITDB)

The International TIR Data Bank (ITDB) is the reference repository system, hosted on UN servers, for TIR related customs data (Holder status, customs offices, customs sealings and stamps) available 24/7 at https://itdb.unece.org. It use it a pre-requisite to implementing the eTIR procedure for Contracting Parties to the TIR Convention.
It's an online platform, developed and supported by the UNECE TIR secretariat and controlled by the TIR Executive Board.
It was created in line with Annex 9, Part II of the TIR Convention, the UNECE TIR secretariat maintains the ITDB to ensure that all Contracting Parties can access and control the contact information as well as the status of TIR Holders (approval, withdrawal, end of activity or exclusion).
The main goal of the ITDB is to foster the exchange of information between competent authorities of Contracting Parties and national associations. It also serves the purpose of one of the five pillars of the TIR Convention: the controlled access to the TIR system.
In line with section 1.9.1 of the TIR handbook «Responsibility of the Government (non-exhaustive list)”, and of article 13 of the Annex 11 to the TIR Convention, Governments are to provide and maintains the list of authorized TIR Carnet holders, of customs offices capable of accomplishing eTIR procedure and of their customs stamps and sealings.
Therefore, ITDB is updated continuously by all TIR contracting parties (customs authorities and national associations) and consulted by customs authorities executing TIR and eTIR procedures.
Web application features:
The ITDB web application allows customs authorities to maintain the their own list of authorized TIR carnet holders, customs seals and stamps data and customs offices operational for TIR/eTIR procedure, as well as to consult other customs authorities similar information.



Web services features:
The ITDB web services are a system-to-system interface (based on Rest/API), allowing to consult and maintain all TIR related customs information direct from the national customs systems. It's quick and easy to implement for customs authorities IT teams and saves time and effort for customs officers from performing these duties in the ITDB web application.
