Release notes on the XSD files (v4.3.8)

--- General changes

- Added customs office element to the itinerary
- Fixed PackageQuantityQuantity type from String to Numeric
- Renamed StatementDescription to Content in I7 and I15 for consistency through the messages
- Removed the element SequenceNumeric from all Carrier instances
- Removed ExpirationDateTime and SecurityDetailsCode from the DeclarationGuarantee objects in all messages relate to the declaration and advance data
- Fixed the Declaration cardinality in I15 from  1..1 to 0..1
- Updated the XSD for code lists with latest values
